As a member firm of Evas Constantin, Evas International is an ICV (In-Country Value) certifying body, approved by the Ministry of Industry and Advanced Technology (MOIAT) in the UAE.
An ICV certificate can be applied for each license held by an entity. The minimum requirements are as under:

The ICV Programme is an initiative by the UAE government to boost the nation’s economy by encouraging local production and procurement of goods and services. This programme was launched as a part of the “Projects of the 50”. This programme assesses the total amount spent in manufacturing, local spent on products and services and national investments.
The objectives include enhancing the private sector’s contribution to GDP, increasing Emiratization, and promoting the use of local suppliers and services.
The Ministry of Industry and Advanced Technology (MoIAT) oversees the implementation of the ICV Programme.
Participating entities: Government or semi government entities who have implemented the ICV programme.
Certifying body: A professional services firm who has been empanelled and authorized by MoIAT for verifying and issuing the ICV Certificate.
Supplier: The entity requires an ICV certificate.
All suppliers bidding for government and semi-government contracts, as well as those in certain strategic sectors, are required to participate and the requirement will be mandated by the participating entities only.

ICV score will be evaluated while getting RFQs by the participating entities. A high ICV score can improve a company’s chances of winning government contracts and can lead to preferential treatment in the procurement process.
The supplier should register and conduct the bidding to select the certifying body in moiat.gov.ae/en/icv. Once the certifying body is assigned, the verification process will be started offline. After the procedures certifying body will approve the digital certificate which can be accessed by the Company through the UAE pass.
The validity of the digital certificate is 14 months from the date of issue of the audited financial statements. During the validity period, recertification can be done but to the same expiry date. Once the latest audited financial statements are issued, renewal can be initiated.
Companies can improve their ICV score by hiring more Emiratis, investing in local manufacturing, using local suppliers, and increasing their overall investment in the UAE.
No, ICV certification is based on the spending of a Company in the UAE whereas ISO certification is based on international standards to ensure quality, safety and efficiency.
A combined ICV certification is possible only if the branch is in the same Emirate with identical activities and ownership listed on the licenses.
For suppliers without industrial license, the implementation of policies and procedures that are related to sustainable practices can bring 2% bonus. ISO Environmental standards certifications 14001, 14046 and 50001 can also contribute 1% bonus.
No, Corporate Social Responsibility cost will not form part of total cost for ICV evaluation.
Supplier can get up to 5% improvement in ICV based on the ITTI score.
